<p>SPRING NEWS LETTER AND ELECTION BALLOT  APRIL 6, 2011</p>
<p>Hello from Hoback Ranches!</p>
<p>The calendar says that spring has arrived but winter wants to stay a few more weeks. March came in like a Lion and left like a Lion. April is the time of year when it can be snowing on one side of the house with sun shining on the other.</p>
<p>The snow accumulation this winter has exceeded what has been seen in the last six years. Hopefully winter is in the rear view mirror.</p>
<p>Many thanks to the Winter Access Committee and the snow plowers that kept our roads safely plowed for the residents and visitors to the Ranches this winter. Thank you to all who donated to the fund that makes this possible.</p>
<p>With this letter you will be receiving your 2011 mail ballot for the upcoming election on Tuesday, May 3<sup>rd</sup> 2011.</p>
<p>James Ramage has volunteered to serve another three year term if elected. Although there are no additional applicants for the position, we are required to hold an election by state statue. Write in candidates are welcome.</p>
<p>Please mark and sign your ballets and return in the envelope provided to the HRSID. Our accountant in Pinedale will tally the votes and turn over to Mary Lankford, County Clerk for validation. The Bondurant Church will be open from 10 am till 4 pm on May 3<sup>rd</sup> for anyone wishing to vote in person.</p>

<p>Subject: Annual Election</p>
<p>1.      The annual election for one district director will be held on May 3, 2011.  As required in W.S. 22-29-116 (b) a polling place will be provided at the Bondurant Church on May 3, 2011 from 1 pm to 6 pm.</p>
<p>2.      The term of office is three (3) years.</p>
<p>3.      Applications for Director, in substantial conformance with the form set forth in W.S. 22-29-110 (b), should be filed with William Conley, District Secretary, in person or mailed to HRSID, PO Box 33, Bondurant, Wyoming 82922 between February 2 and February 22, 2011 (must arrive by February 23).</p>
<p>4.      This election is a mail ballot election.  No sooner than 25 days before the election (April 8, 2011) and no later than 15 days before the election (April 18, 2011) the election official shall mail to each landowner who has filed a written request for a mail ballot; and to each qualified elector entitled to vote in the mail ballot election, at the last address appearing in the registration records a mail ballot package, which shall be marked “DO NOT FORWARD-ADDRESS CORRECTION REQUESTED” or a similar statement.</p>

<p>It’s hard to believe that it is early December so it’s time to  get the Fall news letter out before it becomes the Winter newsletter.  Many of you are keenly aware that it has been snowing intermittently  since mid-October but no real build up. However, recently the snow has  been falling more aggressively and accumulations are finally adding up.  Hopefully the remaining bears in Hoback Ranches have found a place to  sleep for the season.</p>
<p>According to the Game and Fish Department there were  three bears captured in the ranches this Fall. There were others spotted  throughout the Ranches even after these were captured, so clearly we  have a lot more to learn about living in a bear area. We have invited  the Game and Fish Bear management specialist to our early spring meeting  on June 18, 2011 to help us be more bear aware for the safety of  residents and bears.</p>
<p>Despite our best efforts, the Class II road project  continues at glacial pace. We did receive an easement from the Forest  Service and it is now being reviewed by the County’s legal advisor to  see if it is acceptable. Curt Davis our District Ranger is pressing the  Commissioners to reach a decision. With the pending change in  Commissioners in Sublette County, progress was slowed until all the  elections were complete in November.</p>
<p>The Winter Access Committee met in late November to  discuss this winters plan to maintain roads for winter residents. Two  parking areas will again be at Rim and Skyline as well as Rim and Elk.  Just a reminder to all winter residents and their visitors, these  parking areas are provided as a courtesy for the parking of homeowners  and their guest vehicles and snowmobile related equipment and not for  storage. We ask for all items to be removed by May 15th or earlier as  soon as conditions permit.</p>
<p>All Hoback Ranches homeowners are encouraged to put the  Hoback Ranches sticker on their windshield to properly identify  vehicles authorized to park in the designated lots. Additional stickers  can be obtained by requesting them in email from <a href="mailto:HRSID@yahoo.com">HRSID@yahoo.com</a>. Please provide your active USPS mailing address to expedite their arrival.</p>
<p>We want to extend a special thanks to Jim Gray and  Charles Thomas for the use of their property and remind everyone to  respect all private property and stay on roadways.</p>
<p>In closing, we want to notify you that the three year  term of Director currently held by James Ramage will be up for election  on May 3th 2011. Applications for this office are available from Richard  Thomas @ <a href="mailto:richardthomas49@hotmail.com">richardthomas49@hotmail.com</a> or 307 859 8206, or by request in writing to HRSID P.O. With the pending change in  Commissioners in Sublette County, progress was slowed until all the  elections were complete in November.</p>
<p>The Winter Access Committee met in late November to  discuss this winters plan to maintain roads for winter residents. Two  parking areas will again be at Rim and Skyline as well as Rim and Elk.  Just a reminder to all winter residents and their visitors, these  parking areas are provided as a courtesy for the parking of homeowners  and their guest vehicles and snowmobile related equipment and not for  storage. We ask for all items to be removed by May 15th or earlier as  soon as conditions permit.</p>
<p>All Hoback Ranches homeowners are encouraged to put the  Hoback Ranches sticker on their windshield to properly identify  vehicles authorized to park in the designated lots. Additional stickers  can be obtained by requesting them in email from <a href="mailto:HRSID@yahoo.com">HRSID@yahoo.com</a>. Please provide your active USPS mailing address to expedite their arrival.</p>
<p>We want to extend a special thanks to Jim Gray and  Charles Thomas for the use of their property and remind everyone to  respect all private property and stay on roadways.</p>
<p>In closing, we want to notify you that the three year  term of Director currently held by James Ramage will be up for election  on May 3th 2011. Applications for this office are available from Richard  Thomas @ <a href="mailto:richardthomas49@hotmail.com">richardthomas49@hotmail.com</a> or 307 859 8206, or by request in writing to HRSID P.O. Box 33,  Bondurant WY 82922. Applications must be received by the HRSID District  Secretary between February 2nd and 22nd, 2011. Prior to the election,  mail ballots will be sent to all landowners and registered voters living  in Hoback Ranches.</p>

<p>It’s hard to believe that it is early December so it’s time to get the Fall news letter out before it becomes the Winter newsletter. Many of you are keenly aware that it has been snowing intermittently since mid-October but no real build up. However, recently the snow has been falling more aggressively and accumulations are finally adding up. Hopefully the remaining bears in Hoback Ranches have found a place to sleep for the season.</p>
<p>According to the Game and Fish Department there were three bears captured in the ranches this Fall. There were others spotted throughout the Ranches even after these were captured, so clearly we have a lot more to learn about living in a bear area. We have invited the Game and Fish Bear management specialist to our early spring meeting on June 18, 2011 to help us be more bear aware for the safety of residents and bears.</p>
<p>Despite our best efforts, the Class II road project continues at glacial pace. We did receive an easement from the Forest Service and it is now being reviewed by the County’s legal advisor to see if it is acceptable. Curt Davis our District Ranger is pressing the Commissioners to reach a decision.
